The passuk says, “Be’eiver HaYarden ho’il Moshe be’er es haTorah hazos” (“Across the Yarden, Moshe began explaining this Torah”). The Me’or VaShemesh asks that this whole parsha is really mussar. Moshe Rabbeinu did not begin reviewing the Torah until next week’s parsha, so why doesn’t this passuk appear there instead?
He answers that before a person begins learning Torah, it is very important to first do a little teshuvah. Even something as simple as telling Hashem for one moment that you truly want to do His will. That is why Moshe first gave mussar, because he was preparing Klal Yisroel to receive the Torah.
