The passuk says, “What will we eat in the seventh year if we do not plant or gather?” The Torah answers that Hashem will give a special bracha so the sixth year’s crops will last.
The Noam Elimelech brings from Reb Zusha that every word in the Torah is exact, so why mention the question at all? It should just say there will be a bracha.
He explains that ideally, a person should have bitachon. If Hashem tells us to keep shemittah, we will not lose out. Only someone who worries and asks, “What will I eat?” needs the special promise. But someone with strong bitachon will be okay even without it.
