It says in the passuk that a person should bring his korbon “לרצונו — according to his will.” Rashi says that even though he should want to bring it, if he promised to bring it and then refuses, beis din will force him to bring it anyway. The Rambam asks, if you force him, how can it still be “according to his will!?”
The Rambam gives an amazing answer. He explains that every Yid always wants to do only whatever is the will of Hashem. Sometimes the yetzer hara might get the better of him, but deep down our will is always to do the will of Hashem! When beis din forces the Yid to bring the korbon which he promised to give, they are not going against his true will — they are just forcing him to overcome his yetzer hara and do what he himself really wants to do!
In their heart, every Yid wants to only do the will of Hashem. If a Yid makes a mistake, it’s not because they don’t want to do the right thing, but only because the yetzer hara managed to convince them to do something that they really do not even want to do!
