The passuk says כַּאֲשֶׁר צִוָּה ד’ אֶת משֶׁה וַיִּפְקְדֵם בְּמִדְבַּר סִינָי As Hashem had commanded Moshe, so he counted them in the wilderness of Sinai. The Kedushas Levi asks, it should really say that Moshe counted them like Hashem told him, not the other way around.
He explains that every Yid is part of the Torah. The Torah and the Yidden are one. There are six hundred thousand letters in the Torah, and six hundred thousand neshamos of Yidden. So when Moshe Rabbeinu was counting the Yidden, he was actually learning Torah.
This is what the passuk is telling us—כַּאֲשֶׁר צִוָּה ד’ אֶת משֶׁה, the counting itself was Torah. Let’s try to remember that whenever we are with other Yidden, it is like we are learning Torah.
The Ramban writes that one reason Hashem wanted to count the Yidden was so each Yid would come before Moshe and Aharon with their name, and they would daven for them, like a kvittel.
